Once you've collected all the Chaos Emeralds, you can play as Super Sonic in Sonic The Hedgehog 4 Episode 1. To collect the Chaos Emeralds, you need to finish a level by jumping through a big ring at the end. This will take you to a special level where you can find a Chaos Emerald at the end. Collect all 7 of them in the same way, each in a different level. Once you have them all, a message will appear letting you know you can play as Super Sonic. Select a level, gather 50 rings, and then press 1 to transform into Super Sonic!
As Super Sonic, you run (actually, you fly) faster, jump higher, and become invincible. When you enter the roulette in Casino Park Act 1, it will always land on Jackpot, and in Lost Labyrinth Act 2, you emit light continuously, making it easier to navigate the level. Just remember to collect plenty of rings, as you lose one ring every second!
