Before you can start playing, you need to sync the Balance Board, like any new controller, with the Wii. If you don't sync the Qware Balance Board, the Wii won't respond to the Balance Board, and the light on the Balance Board will keep flashing.
How to sync the Wii with a Balance Board?
1. Turn on the Wii.
2. Open the flap under / next to the disc slot. Here you'll see a rectangular red button labeled Sync.
3. Insert batteries into the Balance Board.
4. Next to the batteries, you'll find a round button, press it.
5. Now, also press the red rectangular Sync button on the Wii.
6. The light on the Balance Board will start flashing. Once it stops flashing, the Balance Board is wirelessly connected to the Wii permanently.
