If you have the 'Animal whistle' and you have met the Harvest Goddess, you can get a bigger backpack in Harvest Moon: Animal Parade. When you return to Harmonica Town and visit the Flute Tailors, you will see Yolanda and Shelly standing in front of the shop. They are willing to assist you, so Shelly mentions that she can make your backpack bigger if you give her 1 wool and 10 'Green Herbs'. Hand over the items, and she will expand your backpack.
